I think it's only $10 for two photos at Walgreens.
passport photos cost next to nothing . . . AAA, most drug stores, anywhere. Even if there is a 'discount' it will save you maybe a buck fifty.
Or you can just take them at home and get them printed out. It can be any photo as long as it is full frontal face, white or off-white background, and the face and picture are the right size.
I usually take a photo against a white background with good lighting and print them myself. But if you're a Costco member, it's only $4.99 for two which is the cheapest option I've seen (besides doing it yourself).
