It is not so much weather by country but areas of each country. Due to the size of some countries there can be different weather patterns in different parts of each. Factors such as north or south, altitude etc. all have an effect. It depends on where you want to go and what you want to do.

You are talking about a whole continent. It so much depends on what you like to do: cities, trekking, ruins, beaches - what? I think your question is too broad to get good answers.
From my research, September/October is a good time to visit the Pantanal in Brazil.
