Uruguay.
Probably anywhere in SA, it will still be the end of the summer season! Although you should head to the Atlantic Coast (Uruguay, Brazil, Venezuela) as the Pacific waters are way too cold!
Uruguay is well know for lovely beaches. February is right is season. ALSO Brazil has beautiful beaches, it is a big coast and there are many beaches. Including some Club Mediterrane which I am not familiar with but might be an option.
In my opinion following RodrigoPinto suggetions I would not consider Venezuela. Personal taste.
