Wow, thanks for posting. I'll be there in Jan and will have to try some of these places.
We really enjoyed all of our meals in Chile, especially loved the seafood. The meal at Cafe Vinio,mentioned in article, was a very large portion and cost around the equivelent of $6.00.
We loved Valpo and had some great meals there. Cinzano is worth a visit if only for a drink (the food is only average). It has been around for over 100 years (as, it appears, have some of the waiters)and is a Valpo institution. The atmosphere is great. Also liked Caruso a great little palce specialising in seafood on Cerro Carcel
