We will do a city tour on our second day in Sao Paulo, but will arrive late afternoon ( 1630 hours) on Day 1. Any suggestions for the evening we arrive would be very much appreciated. Would Vila Madelena be a good place to visit in the evening?

Vila Madalena is definitely one of the best areas for nightlife fun! Others include Rua Augusta area near Paulista, Itaim & Vila Olímpia - the later are more upscale and "posh". Vila Madalena has more of a hippie chic atmosphere.
Some of my favorite places in Vila Madalena include:
FOOD - Santa Gula (Contemporary Brazilian food), Spadaccino (Italian), L'Apero (French), Venga (Spanish tapas)
BARS - Filial, Genésio, Astor, Subastor (great cocktails!)
MUSIC - Samba, Ó do Borogodó & Pau Brasil (live samba bands), Madeleine (superb jazz bar)
The neighborhood is well worth a visit during the day as well, to visit it's many design shops and ateliers.
