Santiago & Valparaiso - Attire Questions

We will be in Santiago and Valparaiso in early February. This is our first trip to Chile. What is appropriate attire for dinner in restaurants in the evening? Thank you in advance.

Nothing too formal. It is hot in February, though the coast is a lot cooler and Santiago nights cool down considerably. A light top of some sort. No jeans in a nice restaurant but no tie necessary either.

It will be quite hot during our stay - any reason I (a woman) can't or shouldn't wear sleeveless blouses and dresses? Thanks
