We will be in Buenos Aires during May 1 which is their Labor Day. Should we expect stores, restaurants and tourist attractions to be closed? Will observances be more or less "strict" in surrounding areas where we might day trip, i.e. Tigre? Colonia de Sacramento, Uraguay, where they are also observing Labor Day?

Not absolutely sure, but most or all stores should be closed, while a few restaurants MAY open in the evening.
You should be able to day trip to Tigre or Colonia. Not sure about what will be open or closed in those places.
