La Candelaria area of Bogota targeted by criminals in robbing hostels
There have been at least seven reported robberies of hostels the tourists staying at the establishments in the Candelaria area popular with tourists in Bogota. The robberies have included assaults on the victims. In a recent article by colombiareports.com, there were no names of any of the establishments given in their report. The hostels apparently would not agree to speak to the online paper if their names were used.
If staying in the area be sure to check to see if the hostel has some type of security system or secure storage system for your valuables. Some of the hostels have installed cameras and security guards.

I believe and this is my opinion only is that the issue is not whether things die down after dark but that criminal elements are targeting the area because tourists are staying in the hostels which are cheaper and that it is an easy mark for criminals. Things being quieter after dark may contribute to the lack of police elements thus making an easier time for criminals. However, the hostel association is trying to turn things around.

I would ask them what type of security they have. They will probably tell you what you want to hear. There was an article yesterday in Colombian press that the owners in the area are still waiting for increased police presence. In the original article I read about these incidents one couple who had been victimized spoke about the apathetic attitude of the police after reporting their robbery.

Was just by ChapiNorte in a super safe area
hostelbookers.com good for booking reviews.
still insuremytrip.com always wise for me
Platypusbogota.com and Cranky Croc are your 2 best
but in the dodgiest downtown areas the hostels are safe
but sex/cocaine sales/theft in streets around downtown.
Still ok for the savy traveler with a money belt and a buddy

I went to colombia a few years back and found it pretty safe. it's supposedly a lot safer now. just as a rule of thumb (which my friend told me to do if ever i was traveling by myself) as a saftey thing the higher the street number (calle) the safer it was.
