We took the bus (more like a motor coach) from Santiago to Valparaiso and it couldn't have been any easier (approx $8 per person). Not sure if these buses go all the way to Vina Del Mar, but you can easily catch the train / subway in Valparaiso (approx $3).
As for the bus, just ask an airport worker when you get through customs. We spent a day in Vina and found it very nice.

The buses to Viña del Mar and Valparaíso are different buses.
An airport bus will take you to Pajaritos metro station where you can get a bus to either destination.
This is not recommended if you have more luggage than you can keep your hands on. Crowded bus stations are places you need to be extra vigilant.
A taxi will cost somewhere in the region of US$140 from the airport to Viña del Mar.
If you are an arriving LAN passenger, they have an inexpensive shuttle which goes to Viña del Mar (not Valparaíso) a few times a day. You can book it with LAN.
I got a quote from Airport Shuttle.com for $145 to pick up 2 of us. Or if it's just for one, it's $135. Pretty steep.
Basically it is 1.5-2 hrs in a taxi plus the same time back for the driver. So it is expensive. You can book one of the official taxis at the airport when you arrive, inside the customs area. They charge by the car, not the number of passengers.

If it's a flat price, is there any haggling or that price is final?
If you book at the desk for an official airport taxi, it is a set price. Haggling is uncommon in Chile. Normal taxis go by the meter. You do not need to tip but can round off for ordinary taxis.

I am concerned that you are confusing the Transvip shuttle with the official taxis. The shuttle is a minivan which takes you to any location in Santiago. The company also has taxis for use in Santiago.

The price should be exactly the same for pre-booking as for paying when you arrive.

now i'm really confused. i went to airportshuttle.cl who quoted me $145 to pick the 2 of us up from airport to vina del mar. I need to pre-pay but am uncomfortable to pay upfront in the event my flight is late or i have a last minute change of plans.
u mentioned inside airport/customs, we can catch an official taxi to vina del mar and they will quote a flat price and no haggling. Is that a better option for me? sorry to be so dense!
IF you go by bus it will cost you less than $15 per person. As I mentioned before, very nice buses / motor coach and easy to navigate.
I am talking about what is officially available in the airport. I have no idea about airportshuttle.cl as they are just one of many companies who may offer their services but are not officially connected to the airport. Unless you have a personal recommendation for them I would not prepay.
If you look at the link which shows the taxis, it will give the website of Taxi Official (the others don't have a website). You can book on there if you want. You could email them anyway and ask what their price is. US$145 is about right.

One option is to get a Vina and Valparaiso tour. We took our baggage from the hotel in Santiago.So you get a tour too for the same price

These are two different buses. You just take one going to Viña del Mar. Either takes between 1.30-2 hours depending on the time of day.
