Help! How to get Bolivars in United States

My daughter is going to Venezuela next week. We have read that for safety reasons, it is best not to use the ATM's at the Caracas airport--and that you should bring bolivars from the U.S.

But we can't find anywhere to get them. American Express no longer exchanges them--and neither does the San Francisco Airport. Any ideas? (Our local banks say no, of course)
