Fiestas Patrias travelling

Hi, I am planning my holiday in Bolivia (mostly) but we have flight home from Chile on September 22. I have just found that there will be big party in Chile whole week since September 13 till 22. Original plan was to arrive to Iquique on September 17 and work our way south to Santiago while also visiting PN Pan de Azucar. Yet, the "fiestas patrias" seem to make this plan unfeasible.

Could you please advice me what kind of the problems we should expect. Regarding that September 17 (or 16) in Iquique, would it be possible to get there by bus from Colchane, find a budget hotel, extract some money from an ATM, buy food, and esp. buy bus ticket to Chanaral for the night September 18/19. I guess there will be no problem to get taxi to the PN Pan de Azucar and camp there - but, there should normally be some tourist bus to get us out of there to Chanaral; will it be running on September 20? And then, would it be reliably possible to get a bus ticket from Chanaral to Santiago for the night September 20/21? It looks rather risky ....

So, would you suggest for us to better give up and prolong our stay in Bolivia while limiting our travelling activities in Chile on Fiestas-Patria week. I believe the festivities may be nice too anyway. Maybe we could try to book a hotel in Iquique for some time like September 17&18 (but what budget hotel would honor such booking reliably) and also try to buy on-line a direct bus ticket from Iquique to Santiago for, say, September 19 or 20.

Could please somebody familiar with these festivities advice us if the original plan (with no pre-booking) is reasonable or if we should restrick to simplified plan and try to prebook it all. Thank you very much in advace for your help.
