It seems that the Dia de los Muertos isn't a public holiday, but I'm wondering whether there are any special events that day I should know about. Is it a particularly good day to visit the Recoleta Cemetery? Or, perhaps, a particularly bad one?

Obviously, there will be many more people than usual in the cemetery. Whether that is good or bad is a matter of taste, the way I see it.

OK, I get that. Are there any public events, or is it just families visiting their grave sites? And how much of a holiday is it? Are museums, shops, restaurants open?
I would say just families. It's not a holiday at all.
We do not even call it "Dia de los muertos", that is the Mexican denomination (and you bet it is a HUGE celebration there), in Buenos Aires you will probably find the cemeteries a little bit more crowded than usual, that's it.
