Cell Phone or Phone Card?

We have a Verizon cell phone. We would like to be able to make calls within Chile and, if necessary, make a call to the US. Our Spanish is very limited, but we wonder if we would benefit from being able to book a hotel a night in advance. Would this be useful or are places available without reservations in the Lakes region?
Would it be better/cheaper to buy a phone card or rent a cell phone if our Verizon cell phone won't work?
