Cell phone in Brazil

I'd like to use my cell phone in Brazil. Should I buy a "global" SIM card? Or should I wait until I get there and buy a Brazilian SIM card? I understand that they have (4) cell phone providers, and you used to need a CPF number to buy a local one. But it sounds like that may not be the case anymore (as long as you present a passport number).

Regardless of the SIM card option, will it work for just voice? Or data as well?
