How safe is taking cab in Peru? I would like to take a cab from the international airport to Raddison Hotel. Are there any authorized cabs at the airport?

Can't the Raddison Hotel arrange for a cab to wait for your arrival at the airport? I would ask them to do that. That would be the best and safest option to take.
I agree - organise a car in advance with the hotel. But do be very wary of any appoaches from "drivers" as you exit the arrivals hall. We had pre arranged a car with our hotel and were approached and the driver quoted my name and tried to "help" with our bags. This guy had been hanging around outside, getting all the names from the placards held up by the genuine drivers. If you use the Raddisson they will probably have a car with there logo or, at very least a placard with their logo showing. Ask for ID. Trust no one! There are lots of scams at Lima airport and, if arriving at night do not wander around outside of the airport.

the labeled cabs are in a line as you walk out
just use them...never have had a problem.
or pay 2X as much for hotel airport pickup.
Instead of going outside you can use the official airport taxi, "Taxi Green" which has fixed prices and is INSIDE the terminal. It is safer, especially if you don't speak Spanish. I would not go outside to the queue, it's a madhouse.
