We're undecided between Argentina and Brazil. We have 2 - 3 weeks, and can go in the period from July - end of October.

I've visited both countries during October/November [spring], and for the most part the weather, per se and pre "Climate Change" has been superb, especially in Buenos Aires.
Three years ago the weather in that city was in the 70s during my ten days there. Excellent, excellent, excellent. For Rio de janeiro the weather has been pleasant although in 2011 in October it was one dampened place--much to my chagarin.
I've been to other parts of both countries, too and have been satisfied with the weather.
So in response to your query: spring time is ideal!
Have to agree with AVROOSTER (who is very worldly) that October is a great time to visit BA. Springtime, and not yet too warm. Plants starting to bloom.
