Tortuguero doesn't have roads, so at some point you would need to switch to boat or plane. That whole area is made up of canals. There are a lot of popular lodges - Tortuga Lodge, Mawamba Lodge, Pachira Lodge, Laguna Lodge, and Turtle Beach.
I always use Dollar, the best car rental company in CR in my opinion. Do not book on line, call directly for a quote and ask for a big total includins mandatory insurance and taxes (full cover is up to you!). I can give you my contacts name if you want...
Just like volcanogirl said, you wont find roads in Tortuguero, so, you need to talk to your car rental company about where to return the car and how much for that...
Turtle season is over now, but you may still be able to catch some hatchlings heading out to sea. In that case, Laguna Lodge, Turtle Beach and Mawamba are the best, as they are on the beach side and allow you chance to walk out on the beach early and see if there's any action.
If you don't want one of the big lodges, I'd recommend talking to Daryl Loth at Casa Marbella. Long time resident and great naturalist guide, w/ nice B&B right in the village.
