I assume you are referring to the coastal road. It is considered impassable during the rainy season. There are a few river crossings. During the dry season, you really do need a 4 X 4 for clearance. National Geographic Costa Rica Travel Guide Book (probably not the actual name of it, but it is a travel book on Costa Rica published by NG) has a detailed description for this route---very clear directions.
It takes a couple hours longer to come on around the inland route--back to Highway 21 and south to Paquera; then cut back across the tip of the Nicoya Peninsula to MalPais.
Shillmac is absolutely right, as usual.
When we tried to take the coastal route in August last year we were told "not to even think about it". There are rivers to cross and you need a good 4x4 with a snorkel to take that route. I hear it is quite passable during the dry season. This website also has a good description of it:

I tried to make it on coastal roads all the way around horn from Playa Tamarindo-Negra-Marbella-Nosora-Samara-Carrillo..and could not cross river at this point, the others were all maybe a foot deep max, during dry season, but I needed a big truck, like Chevy or Range Rover, with LOW gear, and high clearance..it was a good two feet. you have to back up to Nicoya, and down via Tambor...its not too bad, get rough at end though..get a Toyota Rav4 or better...tim
