Costa Rica - Nosara, Samara, Mal Pais, or Montezuma?

Costa Rica - Nosara, Samara, Mal Pais, or Montezuma?
Dear travelers,
I am planning a week trip to costa rica with with my 50 year old mother and am having trouble deciding on which location. There seems to be more activities in the montezuma, mal pais area (waterfalls, snorkel, isla tortuga, horseback riding) but we will not be renting a car and I am concerned about finding affordable locations close to the "town" area that we can walk to for dinners and whatnot. Which of these locations is the most developed and accessible without a car? this is her first trip to CR and I don't want to shock her by being too "off the grid"!
