Costa Rica - Tour vs. No Tour

I'm planning a 2-week trip to Costa Rica in July with a friend (mid-20's ). I haven't bought my plane tickets yet, because I'm not sure whether I should book a tour (through GAP, Intrepid, Catamaran) or if I should wing it. From reading all the posts, it seems like most people booked mini-tours through their hotels.

Our budget is around $2,000 (max) for the 2 weeks - including airfare which seems to be around $600 right now. I want to visit Tortuguero, La Fortuna/Arenal, Monteverde, and Manuel Antonio. Is this too much?

I'm kinda worried about driving in CR since there are no signs and I do have a tendency to get lost. I read about the Interbus and see you can take domestic flights.

I need help! I've been reading all the posts for a couple of hours now and I can't decide what to do.
