I have been working with Panama Luxury Vacations, based in Costa Rica. For payment they are requesting that I fax copies of the front and back of the credit card as well as the photo page of my passport. Does anyone have experience with this group, or know if this is routine for an agent outside of the US? Thanks.

I don't have experience with that company, but I've had to exactly the same things with other trips to Costa Rica and Panama.
It is routine
they are required to this under CR law.
Happens to me a lot.
Prepare for the full charge
to appear quickly on your CC statement.
