Wondering about following French driving laws with a rental car

I just read some French driving laws indicating that the driver must have certain items in the car at all times and wonder if they will be provided by the rental car company (in our case, Hertz).
- a reflective jacket
- spare bulbs for the lights on the vehicle
-a warning triangle (to be used in case of breakdown)
-a breathalyzer
-the vehicle registration
The article also says that anyone who wears spectacles (glasses) must carry a spare pair. Do I need to bring a second pair of glasses with me?
