Winter holiday Jan. - mid- Mar.

We spent 9 week in Nice, France Jan. - March of 2012. We want a similar holiday this year but would love to find another major city with moderate temps (ave max.. temp at least 12 -15 degrees). We would rent an apartment in the one location for the entire 9-12 weeks then take day trips to other locations. We are really open to most countries other than Portugal (been there before). Looking at Spain, Malta etc??? Most important to us is walking areas, accessible public transportation, culture, markets, shopping etc. We want to immerse ourselves into the local culture as much as we can.
