Where to stay in Rome & Venice

Im going to Rome with my sister in September for 6 days and from there we go to Venice to take a cruise. Can you recommend a hotel/motel to stay in Rome which is not that expensive? We are on a budget. ANd do we take a taxi from airport to the hotel ? What would be the average price we pay, is it set price or metered? From Rome we have to go to Venice to catch the Royal Carribean Cruise that goes Croatia, Greece, turkey and back to venice. Is it best to take the train from Rome to venice and which train station? Do we have to get our train ticket now or can we buy it when we arrive in Rome? I have been googling and I find it so confusing. I thought I better get some ideas from people who have been actually there or have lived there. My sister and I have only travelled to Asia and this is our first time in Europe.
