Where to start December 2014?

We now have an itinerary in its very early stage. we have the following in mind:
1. Berlin
2. Frankfurt (or around)
3. Prague
4. Vienna
Should we start in Berlin or Vienna? We are interested in neighbouring towns and attractions and will do daytrips. Nothing is final, so any reccommendations are welcome. I have read older post and made a list of nice things to see/visit. (Dresden, Nurenberg) Munich and Salzburg are high on the priority list of travellers, but I have been to both. We like smaller towns/villages, but as we will not have a rented car, it may be easier in cities? (Again, your advice here please) Open for any good advice. We plan to leave South Africa by 10 December 2014 and return around 6 January 2015. We are 2 adults.
