That is a too simplistic view. There are great restaurants around attractions as well so so restaurants off the beaten track.
There are no shortage of readily accessible restaurant reviews. Like any reviews, you need to be able to extract relevant facts among postings based on commercial bias and personal tastes vastly different from yours. Even in this forum, what people recommend or put down do not necessarily match your experience.
You also need to state the level of experience you want. You can be looking at Michelin star level all the way down to pizzerias.

We find it fun to stroll around, and look at the various posted menus, see what looks good to us, then pop in. On our last visit, we stayed in Trastevere, and did that every night.
If you are foodies, then doing some advance research, i.e. menus, reviews, ambience, location,prices would be a good idea. You can decide what looks good to you.
We have had some disappointing meals near major tourist sights, (the Pantheon)and some very good ones, so I think broad generalizations are a bit unfair.

Since your hotel is near The Pantheon, try to make a reservation at ARMANDO AL PANTHEON. It's a family run trattoria style restaurant, very popular with Italian families and politicians. Just make sure you bring your reservation with you, or have it on a phone. We once almost got turned away despite having a reservation when I couldn't prove we had one! Great place. We go every time we're in Rome!

Armando al Pantheon is immensely popular. Last time I had dinner there in September, I could hear visitors after visitors turned away being told they were fully booked for two weeks. Over time, I see more and more English speaking diners. The one in the area frequented by politicians is Da Fortunato. Considerably more expensive (good, not necessarily better) than Armando and filled with people in business suits. I didn't care for other restaurants in the immediate vicinity of Pantheon. I like the restaurants in Trastevere. It is somewhat of a trek from your hotel, and the public transit connection is not direct from the Pantheon area.
