What to wear, where to go in February
I want to surprise my boyfriend/best friend with a 5 day trip to Paris at the end of February. I figured since the weather will be cold, we should stay at a nicer hotel (Clarion St. James or Libertel Belle Chasse). What do you recommend we wear and where do you recommend we go?

I don't know why the weather should affect your choice of hotel. My wife and I always stay at the Hotel Bonaparte in the 6th, about 115E/dbl w/bkfst.

Get the DK guidebooks either for France, Paris or Top Ten Paris. They're very good because of the color pictures. That can help you choose the places you want to visit.
We were stunned by the beauty of Ste. Chappelle. We were there when it opened in the morning (I think it was 9:00 a.m.), and the sunlight streamed through the stained glass. They also have concerts there some evenings. If you have the museum pass, you can skip the line to get in.
As for dress, you are who you are perceived to be. If you dress nicely, it's more likely you'll be treated accordingly.

Unless you mean you want to be able to pop back inside to warm up, but you can do that at lots of places.
I would consider the BelleChasse to be a budget-minded hotel from what I've read, but in the spectrum of Paris hotels, I don't know that I'd use the nicer/less nice dichotomy, just perhaps economical vs very expensive. There are many lesser places, but even more luxurious places.
I understand the rooms, not surprisingly, are quite small, I have not stayed there. Another good place to look for hotel comments is
www.tripadvisor.com
What to wear? Warm clothes!
Bring a warm coat, hat, gloves, and to that add layers: silk ski underwear, turtlenecks, sweaters, that can be added or removed, depending on the temps.
Websites such as wunderground.com can provide historical temperature averages, but check the forecast before you go.
