What is the best long-term voice/data plan in Germany?

My daughter will be stationed in Germany for the next few years and was wondering what opinions are out there on the best (preferred) long-term voice/data plan for her smartphone. It is already unlocked and is quad-band with 3g and 4g.

I know there is no absolute answer, so all opinions are welcome. She can then research from the feedback and choose what is best for her.
