What could my friend do in London during an 8 hour Sunday layover at LHR?

First we need to know what arrival/departure times you are talking about.
Also - 8 hours really nets about 4.5-5 hours free time.
(St Paul's and Westminster Abbey are not open to tourists on Sundays)

Well, of the lot, I would suggest the British Museum because it's spectacular, free, and on the Picadilly tube line, which is one hour each way from Heathrow. Assuming your friend needs to be back at the airport 2 hours before her next flight, that gives her 3-4 hours in Central London.

OK - that is 12 hours. W/ a 0915 arrival and assuming she'll want to check her carry-on at Left Luggage ate LHR - she can plan on getting into central London around noon. (She'll need to clear immigration and then queue to check her carry-on)
One option: Take the tube to all the way through to Russell Sq - no transfers. The she can have lunch in the restaurant at the top of the Great Court at the British Museum, tour the museum for a couple of hours and get away from the museum around 3:30 or 4PM
She should get on the tube head back to LHR around 6 PM to allow and hour-ish for the journey, queueing to get her carry-on, and security.
So She'd have a couple of hours to wander - maybe Covent Garden, or along the river, or Trafalgar Sq/Buckingham Palace etc.
She could substitute any of the major sites for the British Museum
OR
She could skip London and go to Windsor instead. It is a 15 minute cab or 30+ minute bus ride from LHR. She could tour the Castle, walk along the river and over to Eton, have a nice meal and be only about 30 mins from the terminal.
