I was thinking of bringing a picture of the house I grew up in to have a watercolor
Or charcoal drawing done in Italy. Is that possible?

How much would something like that cost?

I suppose it could be done, but I doubt it could be done by an artist of quality on short notice and with quick turnaround. Why not hire an artist near your home to do it? Wondering why an Italian artist would seem better . . .

Charcoal is pretty fragile to pack for a return trip home.

Do you live in the states? There are so many people who do this sort of thing there, I would think you would get a better result giving it to a local artist who could take their time with it. How long are you planning to be in one spot in Italy?

I'm not sure why you would take something all the way to Italy to get that done. I've certainly done that, but always used local artists, because it takes time and I can vet them ahead of time.

Is the house still standing? If so, perhaps there is an artist in that area who will do a painting for you. If there is an art school or even a college or HS with a good art department, you might find a talented student who could do it, and who would enjoy going to the house. If you are still near there, go to a sidewalk show in the summer and meet local artists and see their work.

Speaking only as a photographer, I'd say get a good digital photo done and you can have the picture printed in black and white, color, or with any of the amazing special effects filters. It can be printed onto water color paper, canvas or even metal!

I've only taken two classes in which we used charcoal. One teacher said use a fixative to prevent smudging/damage. Another said fixative affects the color of the work. Who was correct?

I personally prefer color and like the romantic quality of water color. On the other hand, a good charcoal may evoke what you are looking for.
