There are tons of Vietnamese restaurants all over Paris, though uselessly, I am not going to recommend one.
What I will tell you is that they are often quite different from Vietnamese restaurants in the US because many of them are North Vietnamese cuisine rather than South Vietnamese. Logical, when you think about it since few people immigrated from Hanoi to the US.
The food is more like Cambodian -- darker, sweeter broths and a lower proportion of vegetables.

For Vietnamese restaurants, it is better to go to one of the "China"towns -- in the 13th arrondissement or around Belleville. The Vietnamese restaurants in the Latin Quarter are generally at least 50 years old, and their cuisine has become extemely 'Frenchified' and less and less authentic.

There was a pretty good one in an area near where I've stayed before and go to dine usually when I'm in Paris -- in the 15th arrondisement. It's name is Kim Anh and I think it is mostly southern Vietnames cuisine.

I don't know names of good ones in the 13th, but there are a lot, just walk up and down some of the main streets.
There are Italian places all over Paris, you can't help but trip over them.
