Viber app help

This will give away how unintelligent I am in this area. I have just put the Viber app on my phone. From Europe if I call a contact who is also a Viber member in the US and I am connected to the internet, but my contact is not on the internet, but on his cell service, will I be able to connect with him? If I connect, will this then cost me international minutes or data? Conversely, if my contact is on the internet and calls me and I am not, will it go to regular minutes or data?
