Is that 200 euro or 200 uSD. It helps to think in euro.
Look for hotels in Dorsoduro, San Polo or Castello rather than San Marco. They are a bit cheaper.
As per Peter_S, think in Euro and also consider the time of year you're travelling (high season is obviously more expensive than shoulder/low season. What time of year are you intending to travel?).
As far as "must do" things, totally depends on your interests. Have a look at the Fodors Venice page which will give you some ideas of what is available and how much time to allow (ie how many days you'll be there) to see/do the things on your list.
Hotel Pausania
Hotel San Cassiano Ca' Fravetto
Venice is a DREAM. Love it to death. You can spend hours just looking at the buildings and the boats on the canals. It is probably one of the most atmospheric cities in the world.
If you like art, head to the Peggy Guggenheim Collection.
Visit the island of Burano. The houses are all painted different colors. There use to be a really good seafood restaurant there called Gato Nero, but I haven't been there since 1998!
If you have time, you can take a day trip from the train station to Verona.
