Going to make Venice my base city to visit Florence and Pisa. Taking about 3 or 4 days and wondering if Milan would be a better base to do what I need to do. What about hotels that would be convienent for my side trips. 60-75$ is my range.

When you say "base" do you mean returning to Venice between Florence and Pisa or even at the beginning and end of your trip? It's not exactly close, you know. All this in 3-4 days? By train, car, bus, air? Also $60-75 US or Euro is going to be tough in Venice.
If you only have 3-4 days to see these 3 places, then I'd sugget 2 nights in Venice, and 2 in Florence. Make Pisa a day trip from Florence. IMO Florence is not a good day trip from either Venice or Milan just b/c u spend so much time on a train. And doing both Pisa and Florence in 1 day is just a bit too hectic to enjoy either.
