VAT refunds for visitors to the UK

wondering if anyone know if UK citizens can also obtain this rebate if they do not usually reside in the UK but are visiting and subsequently take the goods out of UK?

Looked at the government website but can't find any indication. "overseas visitors" is a rather loose term.

Also, since I'll be first travelling to the UK, then onwards to France before leaving the EU, the website above would suggest that I do the refund for all the goods in France, would anyone have experience to know if that is indeed the case?
