The Tower Thistle is a very nice hotel right next to the Tower and w/ outstanding views of the river, Tower bridge and St Katherines Dock. But it is not a 5 star property. In fact I can't think of any super high end hotels near the Tower.
Concher
There is the new Grange City Hotel which is a 5 star hotel on Coopers Row close to Tower Hill tube station and the Tower of London. This though is very much targeted to business travellers.
The Tower Thistle Janis is referring to is right by the river and has now been taken over by Guoman hotels and I think is now just called The Tower hotel
Apart from the Tower, this is very much a business area; it is very quiet in the evenings.
Apart from the ones mentioned, I cannot think of any hotels there. If you go further east, there's a Four Seasons in Canary Wharf. Is there any reason you want to be close to The Tower?
Or perhaps stay in the Savoy, and take the district or circle line to The Tower.
