i am there for 7 days.... and i already have the ticket,,, so my spending budget will be anywhere from 1200-1600 dollars... keep in mind that in germany i am staying with friends so i dont have to pay for hotel there... all the money is for spending and hopefully making my way to another city or two outside of germany. i have wide interest.... music, seeing the sites.... good food. i would be up for almost anything.

Paris & Venice are two cities I did on different trips while staying with a friend in Switzerland. I went by train. For Venice it was a 4 day trip and I returned thru Geneva. For Paris I had an "open jaws" ticket and flew back home from there. Both fabulous!

7 days is not very long. Assuming your friends are not travelling with you and you want to spend some time with them in Frankfurt, you probably only have 2-4 days for travel. I think expecting one of us to read your mind and pick one place and then plan the whole trip is asking a bit much. We also don't know where else you might have been.
I agree with suze that either Paris or Venice would make sense based on proximity to Frankfurt and the interests you list. Venice is a much more compact city than Paris and can be appreciated to a certain degree in 2-4 days. Volare is a low cost airline that flies between the 2 cities (out of Hahn airport). (look at skycanner.net or whichbudget.com for info on all the cheap intra Europe airlines.)
Here is also map that shows what other cities have non stop flight out of that airport

There don't appear to be any discount airlines flying from Frankfurt to Paris and the regular fares at this point look high. I don't how how long a train ride it is.
Vienna would also be close enough and offer music, food etc. Austrian air has decent prices ($195 RT).
