I was in Belgrade two months ago. Serbia itself (meaning not Kossovo) and Montenegro are perfectly safe. Kossovo is difficult, and you may well not be admitted.
If you want official advice you could try http://www.mfat.gov.au, and that site's hyperlinks for Britain, Canada, and the USA.
If the trouble in Kossovo takes off into full civil war there might be a safety problem in Serbia, but I doubt it.
