You can take the TOPO from San Sebastian, but first you'll have to go from Hondarribia, where the airport is located, into SS. It would be much simpler and quicker to take the small ferry from the port across Txingudi Bay to Hendaye and take the bus or train from there to Biarritz. The ferry leaves every 15 minutes.

Veuling flies twice daily from Barcelona to San Sebastian. http://www.vueling.com/en/
Although the airport is closer to the French border than it is to the centre of San Sebastian, getting across that border to Biarritz seems problematic. If there is a shuttle from the airport to Biarritz, I couldn't find it. The bus company PESA runs through central San Sebastian to Biarritz at least twice a day. Maybe other companies serve the route. The bus stops in the centre of Biarritz while the train, which is also complicated, stops on the outer edge of the town.
The easiest of all itineraries, although probably not as cheap and certainly covering a greater distance, is to fly to Paris-Orly and then non-stop back to Biarritz, however outlandish that seems.

Yes, quite outlandish when you just have to take the ferry to the other side of the bay and catch the bus, take the train or a taxi from Hendaye to Biarrtiz (www.taxi-64.com). You'll be there in no time.

Pougal- did you find a solution for getting to Barcelona to Biarritz? I have been trying to figure this out with the discount airlines but nothing is very direct. The Vueling flights BCN to EAS seem to be the fastest, but I don't want to deal with a ferry, bus and train to get from SS to Biarritz.
