When getting on the trains in Germany and Switzerland must you go up steps with your luggage or is it level with the platform? Thank you for your help.

In Switzerland it depends on the train. I've encountered both.
Some train stations in Switzerland and Germany have stairs too.

As Melinq8 states, it really depends on the train.
I will say, though, that most train stations in Germany have installed elevators, and in Switzerland there are both elevators or ramps at most stations.
Also, both rail companies have lots of services to help folks with mobility problems. You can call/email them in advance, and they will assist you in all transfers. Let us know if you'd like more info on that.

If you mean is the floor of the car level with the platform, as in a metro, No.
You will have to raise your luggage abut 3 steps.
