Traffic ticket in mail..11 months later..??

We just received a ticket from the Florentine municipal police for the charge of "entering a traffic zone without authorization" at Piazza Tasso in January 2006. My questions is:

1. What does "entering a traffic zone without authorization" mean?

2. What happens if we do not pay and want to rent a car in Italy? (We will be in Italy next month but do not plan to rent a car...but when we rent next time...??)

The ticket appears to be legitimate.
