Looking for your thoughts. Not sure if we should pre book any tours for a September through to October visit to Rome and Tuscany, or if we should book them when we're there. There seems to be so many options.

Do you mean "day tours"? If day tours, for instance from Rome, no need to prebook. You can do this when you arrive in Italy.
Not sure what type of tours you are talking about. If you mean the basic day trips from large-scale suppliers - there is no need to book in advance - you can organize when you get there - depending on weather and what you fell like doing for the day. But I find most of them to be a waste of time since they are least common denominators,
I would just go with a good guide book unless you are going to book the individual upscale tours with truly erudite guides. If you're willing to spend the cost for those individual private tours, then you should definitely book in advance.
