Maybe around 8 or so. You will probably be up because of jetlag. During the day, I alway see the courts filled so it's best to go when it's not as hot and when it's not too crowded.
Here's the website from the city of Paris that tells the opening times: http://www.paris.fr/portail/Parcs/Po...rtlet_id=10670 . It's in French; the section Horaires are the opening and closing times, and the months are pretty straight foward from French to English.

the courts at the Luxembourg gardens are hard courts. Its unlikely you would find a public clay court there, its just too much trouble to maintain them.
yes there are tours of Roland Garros as well as a museum called the Tenisseum. check rolandgarros.com for more.
to get there take the metro to Porte de Auteil in the Southwest of Paris, follow the signs and cross the peripherique to get to Roland Garros. The walk takes about ten minutes.
