Assuming the cruise ship arrives at the same port as the ferry from Helsinki that I took, you can walk. It is uphill. Maybe 1 mile?
There are taxis if you need one and some buses that run to hotels and shopping centers near the old town.

with a walk of 10 minutes you're in the Tallinn old town.

I do believe we walked, but caught a taxi back. Beautiful city, very worthwhile. We lunched there after visiting St. Petersburg. It is a hilly town, so catching a shuttle to/fro might help save your energy for the town.

As others have noted, it not a far walk from where the ship docks and to the old town and once you get there it is pretty hilly in certain areas.
The cruise ships usually offer a shuttle service to/from the ship for a fee.
