A friend of mine is going to London the first week of July and has found direct airfares from New York to London for $650-750. Is this about as cheap as she can expect for that time of year, or should she wait for lower prices or sales?

No, this is not the cheapest she can expect, and no, she should not wait to purchase if she wants a cheaper fare. I have seen some as cheap as $550 roundtrip with the $85 or so of taxes included, online from www.cheaptickets.com.
