Are there lots of cobblestone streets and uneven surfaces?
I have some mobility problems
(usually minor, but not always), and am wondering how difficult it will be to walk around.

IIRC it's nothing really that bad. I find some of the streets in Rome hard on the ankles after a long day of walking.
Salzburg really isn't that big either, so you won't be walking long distances.
Salzburg is a great walking town. It's very compact and all the streets are very clean and well maintained.
