Starting in Tavira then 3 weeks getting around......

In March we arrive from Seville ,stay in Tavira a day or two, then pick up a rental car at Faro. Trying to plan a route is proving challenging - so many options! We fly out of Lisbon so that could be last stop including Sintra. We are not so into hikes (over 65yrs.) and too many churches, but love food,wine and wonderful scenery. In our timeframe we may not get past Coimbra ,we realise that.
Three or four bases might be a good idea as we prefer not to find new beds every night and this wastes a lot of time. Perhaps Evora is a good second base?
A suggested itinerary would be much appreciated for the 3 weeks. It would be too cold for swimming I imagine......
