Any recommendations for romantic, centrally located St. Petersburg hotels? Neither too modern/sleek nor kitschy/old fashioned. Price limit is 150 a night, so three-four star, but somewhere one can get bang for their buck. Thanks!!

That is a tough price point for St Petersburg. Normally "Romantic" and "$150" only go in the same sentence regarding a dinner in St Petersburg not a hotel. When are you coming? If in the late fall the prices will be more reasonable.
I might suggest the Helvetia Hotel on Marata St a block from Nevsky prospect. The entrance is in a lovely courtyard and it has two nice restaurants on the street side. It is within walking distance of a lot of attractions and 1/2 a block from a metro station.
Just stayed at the Pushka Inn - thought it was nice enough (not necessarily romantic) but the price was about what you mention and the location was wonderful - 2 minute walk to the Hermitage.
its not romantic, but we found the marriott courtyard to be an excellent value and the room was very comfortable and an easy walk to central locations
