Spending half a day in Vienna

Unfortunately I dont have too much time for Vienna, just an evening(from 2 PM onwards).

I wish to visit the Rathaus and Belvedere Palace. So my questions are:

1. Should I visit the Upper or lower gallery in Belvedere? Is 1-2 hours good enough, for a quick visit? Which is the best time to visit the gardens of the palace? Early in the afternoon,or in the evening?

2. Is it ok to skip Hofburg palace grounds after seeing Belvedere?

3. Where do I get a good view of the Rathaus? Is there any tower or any terrace somewhere around?

4. Any good place around the old town to be at sunset, from photography point of view?
5. And I also wish to see the Austrian National Library, is it possible to fit in somehow?

I was initially planning to do a concert,but looks like it will take quite sometime.
