Málaga vs. Sevilla. Sevilla is the queen of the cities in the South, while Málaga by the Med is laid-back Andalusian atmosphere, fabulous museums, nice city beaches and perhaps the most cutting edge food scene in the region.

Bilbao vs. San Sebastián. Two very different sister cities. Former industrial capital Bilbao is a vibrant city with tons of energy and spectacular museums, while Belle Epoque San Sebastián is one of the prettiest cities in Spain with some of the finest city beaches on the continent. San Sebastián is also the gastronomical capital of Spain, if not all of Europe, but amazing food also in Bilbao and all of the Basque Country.

I would head south to sevilla for the chance of MUCH better weather. No guarantees, but there is little attraction to San Sebastian/Bilbao for vegetarians in April.
If you eat eggs, beans, nuts and rice you will do fine in Spain.

someone posted a similar qns
http://www.fodors.travel/community/e...in-january.cfm
From Seville you can do a day trip to Cordoba
From Malaga you can visit Ronda.
I would compare pics of all the attractions in each and make a decision. I think most people would say Seville.
